User categories provide role-based controls on what administrative privileges users have. Ringtail has two types of user categories: portal user categories, and case user categories.

The portal user category controls a user's administrative privileges in the portal. For example, a portal administrator can create cases and users, while a portal user cannot. 

The case user category controls a user's administrative privileges within a case. For example, a case administrator can configure group security and assign users to groups, a group leader can create binders, and a group member can do neither.
